Find Hamilton County Inmates Online

The Hamilton County Sheriff's Office runs a public jail roster that lets anyone search for Hamilton County inmates held at the Justice Center in Cincinnati. The roster is free and available at any time. A Hamilton County inmate search takes only a last name to get started, though adding a first name cuts down the results. The roster covers people currently in county custody. It does not show state prison inmates, federal detainees, or those held at other facilities. Housing location and other details can change without notice, so the roster reflects a snapshot of custody, not a permanent record. For underlying case information, look up the court record through the Clerk of Courts.

Hamilton County Jail Roster Overview

Sheriff Charmaine McGuffey oversees the Hamilton County Justice Center at 1000 Sycamore Street in Cincinnati. The Sheriff's Office maintains a live online roster of people currently in HCSO custody. The roster updates continuously, but HCSO is clear that housing location and other information are subject to change without notice. That means what you see when you pull up an inmate profile may not reflect the exact current status by the time you read it. The roster is a working document, not an official certified record.

The inmate search page at hcso.org is the only official source for current Hamilton County jail roster data. HCSO runs this page directly. Do not rely on third-party sites that copy the roster, since those copies go stale quickly and may contain errors.

The Hamilton County inmate lookup covers people in HCSO custody at the Justice Center. It does not show people held in the Ohio state prison system, which is run by the Ohio Department of Rehabilitation and Correction. It also does not cover federal detainees, immigration holds at ICE facilities, or people transferred to other counties. If someone was recently in county custody but no longer appears in the roster, check the Ohio Department of Rehabilitation and Correction offender search at appgateway.drc.ohio.gov to see if they were transferred to state prison. Federal inmates can be searched through the Bureau of Prisons inmate locator.

How to Use the Hamilton County Inmate Roster

The roster is straightforward to use. You do not need an account or login. Go to the HCSO inmate search page and enter a name. Last name alone is enough to run a search, though the results may be long if the surname is common. Adding a first name narrows the list. The Go button runs the query. If the person you are looking for does not appear, they may not currently be in HCSO custody, or the spelling may not match what the jail has on file. Try alternate spellings before concluding the person is not there.

  1. Open the HCSO inmate search page at hcso.org/justice-center-services/inmate-search/.
  2. Type a last name in the Last Name field. This field alone will run a search.
  3. Enter a first name in the First Name field to reduce the result count when the surname is common.
  4. Click the Go button to execute the search.
  5. Review the list of results. Each row shows basic identifying details.
  6. Click a name or result row to open the full inmate profile with charges, booking number, housing location, and other details.
  7. Note the JMS/control number from the profile if you plan to send mail or funds, since both require that number.

If a person does appear in the results but you need more information about their court case, take the case number or booking number and search the Clerk of Courts Records Search for the underlying criminal matter. The roster shows custody facts. The Clerk shows case history.

Roster Search Fields

The HCSO jail roster portal uses a simple name filter. There is no case-number field and no date-of-birth filter on the roster itself. The table below comes directly from the database inspection of the live search interface.

Field Label Type Required Notes
Last Name Text Optional / unspecified Filters results by surname. A search will run with this field alone.
First Name Text Optional Narrows results when used together with last name. Not required.
Go Button n/a Executes the search and loads the results list.
Results display List / table n/a Shows matching inmates currently in custody; returns no results if fields are blank or no match is found.

Note: The roster does not accept partial name searches or wildcard characters. Enter the name as it appears on a government ID for the best match.

What a Hamilton County Inmate Profile Shows

When you click a name from the roster results, you get a profile page for that inmate. The profile pulls from the Jail Management System (JMS), which is why the control number is often called a JMS number. That number matters for more than just lookup. You need it for mail, for money deposits by money order, and for reaching the right account when you contact inmate accounting. The fields below represent the standard inmate-profile data tied to the HCSO system.

Field What It Shows
Full Name Inmate's legal name as booked into the system.
Booking / JMS / Control Number The unique identification number assigned at intake. Required for mail and money order deposits.
Housing Location Current unit and building assignment. HCSO states this is subject to change without notice.
Charges / Bond / Court Pending charges, bond amount set by the court, and the court handling the case. Not always visible until a live profile is pulled.
Mail Address Data The offender's first and last name plus control number are required to send mail through TextBehind. The profile confirms the correct control number.
Money / Account Data The inmate account linked to the JMS number. Used for commissary deposits through the kiosks or commissarydeposit.com.
Release Data Remaining funds at release are placed on a Release Pay Debit Card unless the inmate transfers to another institution.

The HCSO inmate information hub at hcso.org/inmate-information links to commissary, accounting, the mail room, property, and phone and video visitation from one central page. That page is a useful starting point once you have the JMS number.

Booking Process at the Justice Center

When a person enters HCSO custody, jail staff complete an intake and classification process. The individual receives a JMS number, which becomes the identifier for every service connected to their stay. An inmate account is opened at that point and can be used for commissary purchases. Personal property such as clothing, wallets, and keys is inventoried and stored. Inmates can access property-release forms through the kiosk on their assigned floor when they need to arrange for someone to collect their belongings.

Court clothing is handled separately. If an inmate has a court appearance, family or counsel may drop off appropriate clothing. The drop-off window is 8 a.m. to 10 a.m. the day before the court date. If court falls on a Monday, drop off the clothing on the Friday before. The South Building Inmate Property office manages those drops. Clothing brought outside the window may not reach the inmate in time.

At the time of booking, bond is typically set by a magistrate or judge at a first appearance. The bond amount, if any, then appears in the inmate profile and in the Clerk of Courts case record for the underlying criminal matter. Bail bonds paid to the court are handled separately from the inmate commissary account. Money placed in the commissary account does not count toward bond. After release, any remaining funds in the commissary account go onto a Release Pay Debit Card that works at ATMs and anywhere the card network is accepted, unless the inmate transfers to another institution rather than being released outright.

Visitation Hours at the Justice Center

Hamilton County inmates at the Justice Center can receive visits in person or by remote video through the HomeWAV platform. On-site visits take place at the facility during set weekday hours. Remote visits, which run through the HomeWAV app or website, are available on a broader schedule and can be done from any device with a camera. Both types require a registered HomeWAV account. The Sheriff's Office can refuse any visit and may deny access for rule violations.

The screenshot below comes from the HCSO phone visitations page, which outlines the HomeWAV setup process and visitor rules.

Hamilton County Inmate Mail Rules

The rules for sending mail to Hamilton County inmates changed significantly. Personal mail sent directly to the Justice Center facility address is no longer accepted. Mail addressed directly to the jail is returned to the sender. All personal correspondence now goes through TextBehind, which operates through the HomeWAV platform. This applies to letters and cards. The HCSO inmate mail page at hcso.org lays out the full list of what TextBehind accepts and what it does not.

To send a letter, use this address format:

  • Line 1: Offender First and Last Name, Control Number
  • Line 2: Hamilton County Justice Center, OH
  • Line 3: P.O. Box 247
  • Line 4: Phoenix, MD 21131

TextBehind does not accept legal mail, money orders, identification documents, Social Security cards, credit or debit cards, checks, gift cards, or cash. Those items will be rejected. Legal mail still follows different rules and should be sent directly. For books, the only accepted route is through a book vendor such as Amazon. Books must come from the vendor, not from individuals. The limit is three books per month. Used books are not accepted. Books must not contain metal, prohibited images, or any material over three inches thick. Books from vendors ship to a different address: Inmate Name and JMS Number, 900 Sycamore Street, Cincinnati, OH 45202.

The screenshot below comes from the HCSO inmate mail page, which describes the TextBehind process and address format.

The mail page confirms that direct mail to the facility address is returned to sender and all personal correspondence must go through TextBehind via HomeWAV.

Commissary and Inmate Funds

Hamilton County inmates can use their JMS account to buy commissary items. The spending limit per order is $75. Commissary slips are picked up at 4 a.m. two days before delivery day. Orders must include the inmate's ID number and housing location. Deposits to fund a commissary account can be made at kiosks located in the lobbies of both the North Building and the South Building at the Justice Center. Online deposits can be made through commissarydeposit.com. Money orders can also be sent through inmate accounting, and the JMS/control number must be written on the money order.

The screenshot below comes from the HCSO commissary page, which covers deposit locations, order rules, and the price list.

The commissary page also links to a current price PDF that shows items available for purchase and their costs.

Inmate accounting at the North Building, Room 120, handles refunds from commissary orders if an inmate is released after placing an order. The refund processes 48 hours after the scheduled delivery day.

Note: If an inmate is transferred to another institution rather than released outright, the Release Pay Debit Card does not apply and funds follow a different process.

Release and What Happens Next

When an inmate leaves Hamilton County custody, the roster removes them. A search that returns no results may mean the person was released, transferred, or never in county custody. Release does not always mean the case is over. Charges can still be active in the Court of Common Pleas or Municipal Court even after someone is out of jail, so checking the Clerk of Courts Records Search for open cases makes sense if you want to know the status of the underlying matter.

Hamilton County does not publish a separate "recently released" list through the official HCSO pages. If a person no longer appears in the roster, the best steps are to call HCSO at 513-946-6400 or to use the VINELink service at vinelink.com, which lets you search custody status and sign up for release notifications by name or ID number. VINELink sends alerts when custody status changes, which can be useful for victims or others with a legal interest in knowing when someone is released.

For more detail on what happens after release, including state and federal offender databases and reentry resources, see the released inmates page. The inmate population page covers jail demographics and statewide context from the Ohio Department of Rehabilitation and Correction and national Bureau of Justice Statistics data.
